Let me substitute the name of any other city and see if you can come up with the answer! Is it safe to rent an apartment in NYC, Boston, Chicago, St. Louis, Denver, Tucson, Paris, Rome, Rio? The answer is always the same. Some cities have less than desireable neighborhoods where you wouldn't want to stay for 10 minutes and in the same cities you'll find neighborhoods you wish you could afford to live in. So the answer to your question is you need to choose a place first and foremost by its location, not by its price, or you may find you didn't get the bargain you bargained for.
